The NVQ Level 3 Diploma in Decorative Finishing (Painting and Decorating) is the qualification that proves you are a skilled, advanced painter and decorator, and it is the route to the CSCS Gold Advanced Craft card. It is delivered through the ProQual Decorative Finishing qualification. An NVQ (National Vocational Qualification) is competence-based: instead of sitting exams, you demonstrate that you can already do advanced work, assessed against national standards from your own workplace. It sits at Level 3 on the regulated qualifications framework, and the whole qualification is completed remotely.
It is aimed at experienced painter and decorators working at an advanced level who have the skills but not the Level 3 qualification. Where the Level 2 NVQ and the Blue Skilled Worker card prove core competence, Level 3 covers more complex, higher-skilled work, and it is the route to the Gold Advanced Craft card that marks you out as a fully skilled tradesperson. Because the NVQ is assessed on evidence from your day-to-day work, you keep earning throughout, with no classes, no written exams and no site visits.
This NVQ is awarded by ProQual and regulated by Ofqual (qualification number 603/3898/2). It is made up of core units covering health and safety and productive working, plus advanced units chosen from optional groups to match the specialist finishing you do.
The Decorative Finishing Level 3 NVQ is built around seven mandatory units plus optional units chosen from two groups, so the qualification reflects the advanced and specialist finishing work you actually do. You take the pathway that matches your work, and your assessor helps you pick the right one when you start.
Completing the NVQ, together with a pass in the CITB Health, Safety and Environment test at the level for your occupation, lets you apply for the CSCS Gold Advanced Craft card. The CSCS Cards guide explains how the Gold card, the qualification and the test fit together. If you do not yet hold a Level 2 qualification, the Level 2 Decorative Finishing (Painting and Decorating) NVQ is the Blue-card route that comes first.
Once qualified at Level 3, experienced painter and decorators often move towards supervision with the Level 3 Occupational Work Supervision NVQ or the Level 4 Construction Site Supervision NVQ, which lead to the CSCS Gold Supervisor card. CourseGenie also lists Level 3 NVQs across the other construction trades, including Bricklaying, Carpentry and Roofing. You can also browse the full range of construction NVQs.
