The NVQ Level 7 Diploma in Construction Senior Management is the highest-level construction management NVQ and a route to the CSCS Black Manager card for senior managers. An NVQ (National Vocational Qualification) is competence-based: instead of sitting exams, you prove that you can already do the job, assessed against national standards from your own workplace. Level 7 sits at master's-degree level on the regulated qualifications framework, and the whole qualification is completed remotely.
It is aimed at experienced senior managers, such as senior site managers, project managers, contracts managers and operations managers, who carry responsibility across larger or multiple projects and need a qualification that matches that seniority. As with all NVQs, it is assessed on evidence from your real work, so you keep working throughout, with no classes, no written exams and no site visits.
This NVQ is awarded by ProQual and regulated by Ofqual. Completing it, together with a pass in the Managers and Professionals CITB Health, Safety and Environment test, lets you apply for the CSCS Black Manager card. At master's level it also strengthens your case for chartered membership of the Chartered Institute of Building, supporting your route to Member (MCIOB) and, with seniority, Fellow (FCIOB) status.
Senior managers usually also hold the CITB SMSTS safety certificate, which proves safety knowledge but is not itself a card route. If you manage a single site rather than a senior portfolio, the Level 6 Site Management NVQ is the right level; Level 7 is the step above it for senior and strategic roles.
